REOI for Financial Management Specialist - Tonga

1. This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in dgMarket online 26th July 2011 and published Issue no 804, 16th August 2011 and re-advertised 30th March 2015.

2. The Government of Tonga (GoT) is currently implementing the Pacific Aviation Investment Program (PAIP), supported by the World Bank. The project’s implementing Entity is Tonga Airports Limited (TAL), with project implementation support from the Technical and Fiduciary Services Unit (TFSU). TAL now intends to apply part of the proceeds to payments for the Contract – Consulting Services – TFSU Financial Management Specialist. 

3. The PAIP Program is a regional aviation project with the development objective to provide safe and secure air transport operations and environmentally sustainable and efficient airports and is being implemented in five (5) Pacific Island countries: Tonga, Tuvalu, Kiribati, Samoa and Vanuatu. Deadline for Bids: 9th March 2017 before 10:00 hours (local time – Port Vila) 1. The Government of Vanuatu has received financing from the Asian Development Bank (ADB) towards the cost of the Cyclone Pam Road Reconstruction Project (CPRRP). Part of this financing will be used for payments under the contract named above. Bidding is open to all Bidders without nationality restriction.

Project Management Experts (2 positions, full time each 2 years)

The Government of Vanuatu (the government) has received financial assistance from Asian Development Bank’s ongoing technical assistance programs towards improving project management capabilities within the government agencies including Ministry of Infrastructure and Public Utilities (MIPU), Vanuatu Project Management Unit (VPMU), Ministry of Education and Training (MOET) and other government agencies undertaking infrastructure projects in Vanuatu. Part of the financing will be utilized for services of two national project management experts and will be recruited within Vanuatu and engaged by VPMU.
