Contract No. and Title: Contract No: 0001/17/ICB/EF/SH/CPRRP/ADB/PWD Efate Ring Road Reconstruction Works Contract
Deadline for Bids: 9th March 2017 before 10:00 hours (local time – Port Vila) 1. The Government of Vanuatu has received financing from the Asian Development Bank (ADB) towards the cost of the Cyclone Pam Road Reconstruction Project (CPRRP). Part of this financing will be used for payments under the contract named above. Bidding is open to all Bidders without nationality restriction.
The Ministry Infrastructure and Public Utilities, Government of Vanuatu (”the Employer”) now invites sealed bids from eligible bidders for the construction and completion of sub-projects on the Efate Ring Road. The works will comprise construction of steel truss and modular concrete bridges on piled abutments, reinforced concrete structures, embankment scour protection, bitumen chip seal works, ground improvements and slope stabilisation.
International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One Envelope Bidding Procedure.
The attention of the interested Bidders is drawn to the qualification requirements detailed in the bidding documents. Bidders shall meet the following minimum requirements along with other requirements as specified in the bidding documents:
(1) Minimum average annual turnover of at least US$ 25.0m calculated as the total certified payments received for contracts in progress or completed, within the last three (3) years;
(2) The Bidder must demonstrate that it has the financial resources to meet (a) its current contract commitments, as defined in FIN-4 (Total Financial Requirements for Current Contract Commitments), and (b) the requirement for the Subject Contract, of US$ 3.0m;
(3) Participation in at least one contract that has been successfully or substantially completed within the last seven (7) years and that is similar to the proposed contract, where the value of the Bidder’s participation exceeds US$10.0m; and
(4) Experience in Key Activities relating to ‘stone column’ ground improvements, ground anchors, pile driving, bridge construction, reinforced concrete structures, bitumen sealing. Other detailed requirements are shown in Section 3 of the Bidding Documents - Evaluation and Qualification Criteria.
A pre-bid meeting will take place at the Conference Room, PWD Head Office, Nasituan Building, Port Vila, Vanuatu.

Bidders should hand deliver their tender submissions: • to the Public Works Department Head Office, MIPU, Port Vila, Vanuatu. • before the deadline: 9th March 2017 at 10:00 hours (local time – Port Vila) • together with a Bid Security of United States Dollars One Hundred Thousand (US$ 100,000.00) in the format prescribed in the Bidding Document. Bids will be opened in the Conference Room, PWD Head Office, immediately after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids, including costs and expenses related to site visits.
