Pacific Investment Aviation Program - Individual Consulting Services

This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in dgMarket online 26th July 2011 and published Issue no 804, 16th August 2011 and re-advertised 30th March 2015.

Tonga Airports Ltd (TAL) is currently implementing the Pacific Aviation Investment Program (PAIP) for Tonga, Tuvalu Kiribati, Samoa and Vanuatu, and this is being managed within TAL by the Technical and Fiduciary Services Unit (TFSU). The PAIP Program is a regional aviation project with the development objective to provide safe and secure air transport operations and environmentally sustainable and efficient airports in the five (5) countries. 

PAIP now seeks to fill two (2) positions for Periodic Procurement Specialists to provide operational procurement services, advice, and support to the TFSU and PAIP/PASO stakeholders, and to undertake procurement of all facets of PAIP/PASO investments, following World Bank Procurement Guidelines for Goods, Works, Services and Non-Consulting Services.

Kiribati Aviation Investment Project - REOI

This request for expressions of interest follows the general procurement notice for this project which appeared in dgMarket online 26th July 2011 and published Issue no. 804 16th August 2011 and re-advertised 30th March 2015. The government of the republic of Kiribati (GoK) is currently implementing the Kiribati Aviation Investment Project (KAIP), supported by the World Bank. The project's implementing entity is Ministry of Communication and Transport and Tourism Development, with project implementation support from the Technical and Fiduciary Services Unit (TFSU) of the Pacific Aviation Investment Program (PAIP). KAIP now intends to apply part of the proceeds to payments for the contract - Consulting Services - Aviation Adviser. Detailed REOI can be downloaded here.

Invitation for bids - Supply and Delivery of Refurbished Aircraft Rescue and Fire Fighting Vehicles

The Governments of Tuvalu, Kiribati, Samoa and Vanuatu have received financing from the World Bank toward the cost of the Tuvalu, Kiribati, Samoa and Vanuatu Aviation Investment Projects, and intends to apply part of the proceeds toward payments under the contract for Supply and Delivery of Refurbished Aircraft Rescue and Fire-fighting (ARFF) Vehicles.

Request For Expression Of Interest - Aviation Sector Strategy

Assignment Title: AVIATION SECTOR STRATEGY

Reference No. (as per Procurement Plan): SV/CF/SV-B03

The Government of Samoa (GoS) and the Government of the Republic of Vanuatu (GoV) have received financing from the World Bank toward the cost of the Samoa Aviation Investment Project and Vanuatu Aviation Investment Project, and intend to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes developing an Aviation Sector Strategy for the Implementing Agencies. The strategy should also include a thorough analysis of the impact and interrelations with other key sectors (e.g. tourism, maritime, disaster responses, etc.) and environmental/social impacts. It is important that all outputs and reports delivered by the consultant shall be practical and designed for implementation by GoS and GoV, including identifying areas where capacity development and additional investment are required. The assignment is expected to require approx. 8 person months over a 10 month period starting on or around June 2016.

Request For Epressions Of Interest - Airport Master Plan

Assignment Title: AIRPORT MASTER PLAN

The Government of Samoa (GoS) and the Government of the Republic of Vanuatu (GoV) have received financing from the World Bank toward the cost of the Samoa Aviation Investment Project and Vanuatu Aviation Investment Project, and intend to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes developing an Airport Master Plan encompassing 20-Year Strategic Infrastructure Plans for the airports managed by both AVL and SAA. The Consultant will be required to approach this assignment in consideration of the importance of strategic planning and incorporate environmental, social, economic, operation and other technical aspects while maintaining compliance requirements of airport operations. Consideration of implementation options and the potential for private sector involvement in investment and operations will also be required. It is important that all outputs and reports delivered by the consultant shall be practical and designed for implementation by GoS and GoV, including identifying any infrastructure upgrades or other changes required to enable continued growth and development (aeronautical and onaeronautical) of the airport considered. The assignment is expected to require approximately 10 person-months over a 10 month period starting on or around June 2016.
